Would lint burning off the heating element be enough to cause an electric dryer to produce black soot on the grill where the heat comes out?

Soot comes from incomplete combustion. It sounds like there may have been fire or smoldering lint inside the dryer.
Where the soot came from would depend on the airflow path through the dryer.

It is something that should be investigated.
